As early as concept design. The decisions that most affect acoustic and lighting outcomes: room proportions, floor-to-floor height, façade openings, plant room location, structural separation, are all made before any finish is chosen. Joining at that point usually costs less than joining later, because the fixes are still drawing changes rather than construction changes. Acoustic treatment shapes the sound inside a room, absorption and diffusion that control reverberation, echo and clarity. Sound insulation stops sound moving between rooms, and depends on mass, structural separation and airtightness. They are different problems with different solutions: adding absorptive panels to a wall will improve how a room sounds but will do almost nothing to stop the neighbour hearing it.
Almost always one of three reasons. Flanking: sound bypassing the wall through a continuous slab, a shared ceiling void, a raised floor or ductwork. Penetrations: back-to-back sockets, unsealed conduits, or a door and its gaps, which set the ceiling on the whole assembly. Or workmanship: a missing acoustic sealant bead at the head and base track can cost 5–10 points on its own. A laboratory rating describes an element in isolation; the field rating (DnT,w or NIC) describes the building you actually got.
No. They are screening tools for early-stage arithmetic: enough to sanity-check a room size, a luminaire count, a reverberation target or an envelope value before a design meeting. They assume idealised geometry, they cannot see flanking paths, site context, existing services or the way a space will really be used, and their output is not a compliance submission. Treat a result as a question worth asking, not an answer to build from.
Indonesian standards and regulations govern: SNI 8427 and KepMenLH 48/1996 for environmental noise, SNI 03-6386 for room acoustics criteria, SNI 6197 and SNI 03-6575 for lighting, SNI 6389 for the building envelope, and Permen PUPR 21/2021 for green building performance. International standards are used alongside them where a project needs a metric Indonesian standards do not define: ISO 3382 and ISO 717 for acoustics, EN 12464-1 for workplace lighting, IEC 60268-16 for speech intelligibility, and the ANSI/AVIXA series for audiovisual. Where the two disagree, the Indonesian requirement is the compliance baseline and the international one is treated as the higher design target.
By measuring before proposing anything. An environmental survey follows SNI 8427, LAeq sampled across a full 24 hours so daytime and night-time levels (Ls, Lm and the combined Lsm) can be compared against the KepMenLH 48/1996 limit for that land-use zone. The measurement has to separate the source under dispute from the general background, which usually means measuring with the plant on and off. Only then is it possible to say how many decibels of attenuation are actually needed, which is what decides whether the answer is a silencer, an enclosure, a relocation, or a schedule change.
A design intent narrative with the criteria each space is held to; calculation output showing maintained illuminance, uniformity and UGR per space against those criteria; a luminaire schedule with photometric data, CRI/CCT, IP rating and mounting details; layout and aiming drawings; control zoning and scene descriptions; and a lighting power density summary against SNI 6197. On certification projects it also carries the evidence pack the rating system asks for.
Yes, and this is often the most efficient way to buy points. WELL v2 has dedicated Sound and Light concepts, where background noise limits, reverberation, sound isolation, glare control and daylight all score directly. LEED credits daylight and quality of views, and lighting power density feeds the energy performance credit. GREENSHIP scores lighting energy efficiency and indoor environmental quality. Because ALTA Integra covers acoustics, lighting, AV and certification in one practice, these are coordinated as one strategy rather than chased separately by three consultants.
It is derived, not guessed. AVIXA's DISCAS method (V202.01) works back from two facts: the distance of the farthest viewer, and the smallest element that person has to read, body text in a spreadsheet demands a much larger image than a slide of headlines. The result is a minimum image height, which then has to survive the room's contrast conditions under V201.01: a display that is large enough but washed out by an unshaded window still fails.
Both, and they check each other. Design-stage prediction uses modelling to ISO 12354 and ray-tracing or lumen and point-by-point calculation; verification uses calibrated Class 1 instruments to ISO 3382, ISO 16283, IEC 60268-16 and SNI 8427 on the finished building. A prediction nobody ever measures is an assumption, and a measurement with no prediction behind it has nothing to be judged against.
Enough to understand the space and the constraint. Architectural drawings: plans, sections and a reflected ceiling plan: plus the building's location and its neighbours, the intended use of each space, any performance target already written into the brief or tender, the project programme, and whatever is already fixed and cannot change. If a problem already exists in an occupied building, a description of when it happens and who notices is often more useful than a decibel figure taken from a phone app.
