Noise Pollution: The Psychological, Physiological and Ecological Costs
Noise is regulated in Indonesia as a health matter, not a nuisance — and the definition in law says so explicitly.
Indonesian law does not treat noise as a nuisance. Ministerial Decree KEP-48/MENLH/11/1996 defines it as unwanted sound from activity, at a level and duration capable of causing health problems and reducing environmental comfort — a definition that makes health effects part of what noise legally is. That framing is supported by the research on noise pollution, which documents three distinct categories of harm: psychological, physiological and ecological.

Three Categories of Documented Noise Pollution Harm

The third category is the one most often left out of noise discussions entirely, and the one where the effects are hardest to reverse.
What Counts as Noise
Definitions of noise pollution converge on the same idea from different directions. Environmental protection law describes noise as vibration of any frequency broadcast through air or another medium. Professor Colin H. Hansen frames it physically: unpleasant, unwanted sound produced by pressure variation or oscillation in an elastic medium — water, air or solid — from a vibrating surface or turbulence. And the Indonesian decree adds the health and comfort test.
Taken together, this is what noise pollution means in practice: unwanted, disruptive sound generated by human activity through the vibration of objects, at levels that measurably affect people. Noise is generally classified as occupational or environmental, and both affect wellbeing. UNESCO identifies the principal environmental sources as industrial machinery, construction, broadcasting, vehicles, human activity and household equipment.
Noise Pollution's Psychological Effects
Annoyance and behavioural change. Annoyance is the emotional response to unwanted, disruptive conditions, and low-frequency noise at high intensity is especially disruptive. It can shape behaviour toward aggressiveness — irritability, rougher conduct — or defensiveness, since unwanted sound registers as intrusion. Both reduce a space's perceived comfort and its functional quality for listening or communication.
Speech interference. Noise muffles speech and causes misunderstanding, because what a speaker intended does not reach the listener intact. Indonesian research on primary school classrooms found ambient noise around the school environment affecting pupils' concentration and obscuring teachers' delivery — a documented case of noise degrading the core function of a building type.
Sleep disturbance. Continuous noise exposure reduces sleep quality, mood and performance, and unmet sleep needs depress concentration and energy for days afterward. The WHO's 1999 community noise guidelines recommended no more than 30 dB inside a bedroom. Currency note: the WHO Regional Office for Europe published updated Environmental Noise Guidelines for the European Region in 2018, which set source-specific outdoor exposure recommendations rather than relying on the 1999 indoor figure. Verify which applies before citing a single threshold.
Task performance. Impulsive noise disrupts tasks requiring concentration through startle effect, while continuous exposure affects memory retention and slows work completion.
Noise Pollution's Physiological Effects
Noise-induced hearing loss is an increase in hearing threshold caused by damage to the cochlea's hair cells, and it affects any age group. It divides into three types. Acoustic trauma follows a single or rare high-intensity exposure such as an explosion, exceeding the ear's physiological threshold and potentially damaging the eardrum and hair cells. Temporary threshold shift becomes more likely with exposure frequency and can produce tinnitus — a marker of damage affecting sensitivity up to around 4,000 Hz. Permanent loss results from continuous high-intensity exposure alongside age-related factors.
Beyond hearing, prolonged exposure carries cardiovascular consequences. A dataset of 2,401 participants across Sweden, the United Kingdom and the Netherlands linked twenty years of aircraft noise exposure to increased heart failure and stroke risk, with traffic noise showing a comparable association. Noise Pollution's Ecological Effects
Noise pollution affects more than people. Offshore exploration is the best-documented case: drilling and seismic survey activity generates substantial underwater noise from heavy equipment, affecting marine mammals that depend on echolocation to find food, communicate and reproduce. Sustained disruption makes feeding and reproduction harder across a considerable area around the source, with potential to contribute to population decline where it is not addressed.
